Route 422 Kittanning to Indiana Improvements Project

The study limits for this project are the eastern end of the Kittanning Bypass in Manor Township, Armstrong County and the western end of the Indiana Bypass in Armstrong Township, Indiana County. The project corridor is approximately 18 miles in length. Whitesburg, Elderton, and Shelocta boroughs are also within the project limits. The project area is a mix of low density residential and commercial land uses, small forest tracts, agricultural land, and other open space areas. The corridor also contains businesses of various types and sizes, medical facilities, fire departments, churches, schools, and cemeteries.

The project team, including the Federal Highway Administration (FHWA), PennDOT Engineering District 10-0 staff, and a consultant team, has drafted a comprehensive Purpose and Needs Study for the 18-mile corridor. This is one of the first and most critical steps of the transportation planning process. The needs study identifies the transportation problems and issues that affect the public’s mobility and accessibility within the Route 422 corridor. This study included an inventory of roadway features, traffic operations analysis, crash analysis, Origin and Destination Study of roadway users and land use survey.

Route 422 Kittanning to Indiana Improvements Project

The data collected and analyzed during this phase of the project provides the framework for all possible, subsequent environmental and/or engineering studies to be performed. It is also critical when evaluating alternatives so that alternatives advanced are only ones that are prudent, feasible, and practicable. It is anticipated that the Purpose and Needs Study report will be finalized in winter 2007 with a draft prioritization plan for a program of improvements along the Route 422 corridor available for public review and comment in early summer 2007.
